The windows update process "wuauserv" was completely consuming the single core CPU so that the machine would do nothing in W7 unless wuauserv was disabled. I was finally able to identify the nsi service as at least part of the problem. Check your setings. I hope this helps anyone having similar problems with a single core processor.

To distinguish this, when u feel ur pc is slow much, check the task manager for ur cpu performance and if the cpu uses 100%, think that one of ur svchost.exe that's why you can't stop it permanently.
